This project was planned in secrecy without input from the community or independent testing and the community is rightly frustrated. We can\u2019t be a successful state if only a handful of county\u2019s prosper and it is wrongheaded to view small towns and rural communities as places whose resources can be tapped for the benefit of giant corporations.
